The Basel 2 Accord, which comes into force in 2007, is the most important development in the regulation of the global financial services industry as was the original Accord before it. The intent of the Accord is to improve the management and reporting of risk and the redistribution of capital held by institutions against their exposures.
Whilst the original Accord was seen by many as a poorly thought out, knee jerk reaction to market behavior in the 1980’s, Basle 2 is a natural evolutionary step driven by business failures and the need for increased transparency in an truly global environment.
As the Basle 2 Accord is, at its’ core, driven by the need to make the financial service industry more efficient and resilient, regulatory issues must not be the sole driver for its’ adoption.
Effective management of market, credit and operational risk, apart from being predicated by Basel, will be the key drivers of revenue growth, efficiency and corporate strategy. In order to achieve compliance Basel 2 must be applied consistently across an organization which poses significant project management and infrastructure challenges not least of which is the need for significant amounts of internal and external data.
